Water Saving

At present,in North China water shortage is severe on the one hand,serious waste of water still exists on the other hand.If water saving is not considered as a priority,the scale of engineering work may become excessively large,the investment may be overstocked and the phenomenon of”the more water diverted,the more waste”may happen.Therefore,“Key Points of Water Saving Plan for“South-to-North Water Transfer”was worked out while making the General Plan.The receiving areas of the Middle Route and East Route are relatively advanced in water saving,but still there exist certain potentials for further.

Urban Water Resources Plan

The scope of Urban Water Resources Plan of“South-to-North Water Transfer”Project includes seven provinces or municipalities of Beijing,Tianjin,Hebei,Shandong,Henan,Jiangsu,Hubei.The compilation of the Plan was conducted by the Government of each Province or Municipality,by organizing the Departments of Planning,Water Resources,Urban Construction,Environment Protection.The plan made an overall analysis of water saving,pollution control and recycling of pollutedwater,groundwater exploitation,water plant and distribution system,water demand versus water supply,water price reform,management and policies and so on.The plan was prepared separately by each city,then grouped and coordinated as a unifiedplanning report of the Province after examination,review and acceptance of the Provinces(Municipalities).

According to the Plan,the actual water use at present is 12.8 billion m3 in the cities,which includes 3.6 billion m3 over-extraction of groundwater.If further exploitation of local water resources be taken,it will leave a water deficit of 10.4 billion m3 in these cities by the year 2010,and 17.4 billion m3 by the year 2030,even under the condition of considering water saving,reuse of polluted water,control of groundwater over-extraction and worsening of the ecological environment.

By the year 2010 and 2030,12.9 billion m3 and 15.5 billion m3 of water should be supplied by the East Route/Middle Route of“South-to-North Water Transfer”

At present,the work is already completed and the Plan was approved by the specialist team organized by SDPC and MWR,in alliance with MOC,SEPA and CIECC,this plan defines the scale of short term water diversion in the East Route and Middle Route.
