Haihe River Basin possesses a very important and strategic status in China,and is one of the key areas of receiving water of“South-to-North Water Transfer”

Project.Water Resources Plan of the Haihe River Basin extended and revised the hydrological series of the basin,made a systematic study on the changes of groundwater storage and its over-extraction,and carried out analysis and assessmenon the present situation of water resources utilization based on a large amount of basic data.It shows that the mean annual water shortage is 7.5 billion m3 in the Haihe River Basin at present.This means that the present social and economic development of the Haihe River basin has been gained to a considerable degree on the basis of scarifying the environment.In the Water Resources Plan of the Haihe River Basin,after fully considering water saving,pollution treatment and tapping o potentials of local water resources and re-allocation,the shortage of water in Haihe River Basin will be 13.7 billion m3 by the year 2010,and 21.5 billion m3 by the year 2030.It is impossible to keep a sustainable development in the 21st century merely by water saving,pollution control and tapping the potentialities of the river basin itself.“South-to-North Water Transfer”Project must be put into operation and this conclusion generally represents the present situation and features of the Haihe River Basin.

Rational Water Resources Location in the Huang-Huai-Hai Area

The degree of water resources exploitation is quite high in the Huang-Huai-Hai area currently,being much higher than the rational limit of 40%as commonly recognized worldwide.The General Plan of Water Resources in Huang-Huai-Hai makes ageneral allocation of water resources in this area.In this allocation,the diverted water is firstly supplied for urban domestic and industrial use,this supply will replace the original agricultural and ecological water use but presently taken over for urban and industrial use.The reuse of treated polluted water for agriculture and the interchange of water inside and outside the receiving area are also considered.Generally speaking,the potential of local water resources exploitation is very limited.Some measures have been adopted to alleviate the water shortage,such as the reinforcing of dangerous reservoirs,the full use of rain storm water the industrial restructuring,rational allocation of water resources and so on.But,they still cannot solve the serious situation of water shortage.The implementation of“South-to-North Water Transfer”Project is in urgent need.
