Principal leaders of the Party and state have gone deep into western China to carry out investigations and study and provide guidance to local work.The State Council calls a meeting every year to discuss how to accelerate western China development and take major decisions，formulate policies and measures.The State Council has set up a leading group for western China development，which is made up of leaders of more than 20 ministries and commissions，with the Premier of the State Council as the leader and a vice-premier as the deputy leader.At the same time，thestate has strengthened its support to the drive in planning，policy and investment.

Strengthening unified arrangements and planning and providing effective guidance so that the development drive forges ahead in an orderly manner.The Central government has mapped out the 10th five-year master plan for western China development and given clear-cut guidelines，basic principles，development orientation，focus of work and other major arrangements.A1l functional departments of the State Council，including departments of water resources，communications，railways，civil aviation，agriculture，radio and TV broadcasting，1and resources，education and health have mapped out their corresponding programs in support of the western China development drive，making the development plans more operable and ensuring all major tasks and targets well put in place in a planned manner，by steps and with emphasis.

Creating a good policy milieu and mapping out policies and measures in favor of the western China development drive.Over the past few years，the Chinese government has issued a series of important policy documents，including the Policies and Measures of the State Council on Implementing the Western China Development Drive，the Detailed Rules on the Implementation of the Western China Development Policies of the State Council transmitted by the General Office of the State Council，the Regulations on Returning Cultivated Land Reclaimed from Forests and the Proposals of the State Council on further promoting Western China Development.In these documents，the state has made it clear that the state will strengthen support to the western part of the country in investment，in improving investment climate，expanding opening up internally and externally，attracting and training personne and developing science，technology and education.A1l departments and all areas，especially the western areas，have formulated their own policies and measures t match those formulated by the State Council in the light of their actual conditions.

Over the past five years，the central finance has disbursed about 460 billionYuan for construction purposes in western China.The State has also increased transfer payments to the area and appropriated 500 billion Yuan for improving public services in the area.
