Capturing Gansu

After the Eastern Han was established，Wei Xiao who held a post in the Chang an-located Gengshi government persuaded Liu Xuan to acknowledge his allegiance to Liu Xiu.Nevertheless，Liu Xuan refused to abdicate his throne.Wei Xiao and other generals plotted to kidnap Liu Xuan，but their conspiracy was exposed.Wei Xiao then fled westward to Tianshui，and set up a separatist regime in Longshang（eastern Gansu）.

At that time，Gongsun Shu had exercised local power over Sichuan.During the following years，Wei Xiao vacillated between Liu Xiu and Gongsun Shu who both tried to win him over.In the end，hedecided to swear fealty to Gongsun Shu and openly opposed the Eastern Han government.Liu Xiu immediately sent a punitive expedition against him，but suffered a debacle.
