Make the acceleration of development the central task.Development is the only way out for resolving all the problems.The first two decades of this century are aperiod of important strategic opportunities in China’s modernization and a crucial period for accomplishment in the development drive.After five years of development，the conditions and environment for economic and social development in the region have much improved，preparing the basic conditions for accelerating development.We sha11 bring the comparative advantages of the region in vast area，large population，rich resources and geographical location to the full and bring the development level to a high plain.This requires our persistence in making the acceleration of economic development and social progress the central task.We must learn to use all available favorable domestic and international environments to their best advantage to hasten the process of industrialization and urbanization and gradually turn the natural resources advantage and human resource advantage into economic advantage so as to bring the development drive into a new stage of development when the region will bootstrap itself.

Make the raising of living standards the fundamental aim.The starting and end points of the western China development drive is to satisfy the material and cultural demand of the people，which also serve as the main criteria for judging the success of the drive.In the national drive to build a well-off society that will benefit the more than one billion people，the emphasis and difficulties lie in the western part of the country and so do hope and potential.It is，therefore essential to prioritize all work concerning agriculture，rural areas and farmers.We must try all means to increase the income of farmers and herdsmen，improve thei production and living conditions and lift the poor population out of poverty.We must step up the development of basic education，public health，science an technology and culture and raise the level of public service.We must deepen the reform of state-owned enterprises and encourage the development of the non-publi sector of the economy，open up new areas of industry，create more job opportunities and promote an orderly transfer of rural labor and stabilize employment.We mus adopt a combination of measures to help and support the western region in developing their social security system so that all the people will benefit from reform and development.

Apply the idea of over-all arrangements in actual work.A1l social undertakings including infrastructure，ecology，education and health have improved significantly in the western region.But it still lags behind other areas in urban and rural development.There is a big contradiction between economic development and ecological protection.The self-development capabilities are still lacking.And it is slow in attracting domestic and foreign investment.Improper solutions to theseproblems will seriously affect and hold back reform，opening up and development in the western region.It is，therefore，necessary to apply the idea of comprehensive，coordinated and sustainable development.We must，according to the requirements of the overall arrangements for urban and rural development，strengthen infrastructure construction and direct more attention to solving the problems of agriculture，rural areas and farmers（herdsmen）；we must，according to the requirements of the overall arrangements for regional development，strengthen policy guidance，optimize the distribution of projects and handle well the relations in the development of economic belts，central cities and rural areas；we must，according to the requirements of the overall arrangements for an harmonious development between man and nature，strengthen the construction of ecological projects such as returning cultivated land once reclaimed from forests and grassland and consolidate what has been achieved；we must，according to the requirements of the overall arrangements for economic and social development，push forward the development of education，public health and other social undertakings so as to provide equal public serviceswe must，according to the overall arrangements for domestic development and opening to the outside world，deepen reform，renew ideas，improve the investment environmen to attract and use both domestic and foreign investment，technology and management experience by raising the level of opening up.
