The city has developed a research and development system with the market as itsorientation,enterprises as its spearhead and domestic colleges,universities andresearch institutes as its backing.The hi-tech products output has increased by 46.5 percent year on year since 1992 and the patent application increased rapidly at the rate of 30 percent.

The research and development is characterized by the following:As many as 90 percent of the city’s research and development institutions were owned by enterprises.Ninety percent of the city’s researchers were company employees,more than 90 percent of the expenditure for research and development was covered by the private sector,and over 90 percent of the patents created in occupation came from enterprises.The number of firms involved in hi-tech product research and development is more than 30000.In 2006,the output of hi-tech product with independent intellectual properties amounted to 185.2 billion Yuan,covering 57 percent of the city’s total hi-tech product output.

More than 40 engineering technological centers have been built.Among the 700 research and development institutes,90 percent were founded by enterprises.

The expenditure in technology was increased.In 2004,the three expenditures in technology research and development amounted to 700 million Yuan.The technologicalloan was 1.894 billion Yuan,9.5 percent higher.500 technological projects had been supported.

Industrial Structure

Shenzhen has basically formed new industrial structure,which takes hi-tech industry and manufacturing industry as the base and supported by modern tertiary industry.

In regional layout,Shenzhen is featuring in“soft industry in the south and hard industry in the north,and port and tourism industries in the west and east.”

The high technology sector has become the premier driving force behind the localeconomy.The new and hi-tech output value soared from 320 billion Yuan in 2006,an increase of 28.8 percent over the previous year,accounting for 49.2 percent of thetotal industrial output.The progress in industrial structure adjustment is obvious The strategies of appropriately and rationally developing heavy industry had been initiated and breakthroughs had been made in automobile,refined chemistry,equipment manufacturing and bio-medicine fields.

The development of information technology is prominent in the city with a total output value increase by 30 percent,laying a solid foundation for economic growth.
