According to the outline of the Eleventh Five-Year Plan for Jiujiang Municipal Economic and Social Development, Jiujiang will optimize foreign investment structure, improve investment promotion quality, firmly control four investment promotion fields of large-scale industry, large-scale logistics, large-scale tourism andlarge-scale urbanization so as to introduce a number of important projects influencing on the pillar industries in terms of industrial chain, extension of value chain and industrial gathering, and actively attract foreign investors to participate in the construction of industrial park, export processing zone, tourism focusing on Mount Lushan new Zhelin Lake scenic spot, logistic park and Hewen Lake new area.

Jiujiang shall also take full advantage of its resources and industries to attract foreign investment in such industries as metallurgy, building materials, petrochemicals and modern agriculture.

To further promote the industrialization process, Jiujiang has planned to form a T-shaped industrial layout constituting with the Yangtze River Industrial Belt, Poyang Lake Industrial Belt and Chang-Jiu Highway and Jiu-Jing Highway Industrial Belt.

While further speeding up the construction of Jiujiang City Economic & Technological Development Zone and Gongqing High-tech Development Region, Jiujiang will take effort to build export processing zone, to strengthen infrastructural construction of industrial parks and zones, to speed up the construction of twelve industrial parks and zones to create the platform for large-scale industry and the carrier for investment promotion.

Jiujiang is a cost-effective place for investment. The base price for land in urban areas is only RMB 210 thousand ~RMB 1.2 million per mu (0.067 hectare). The labor rate is also lower. The monthly salary of employees is only RMB 400~1000.

Water and electricity prices are also lower, which are RMB 1.10 per cubic meter and RMB O.40~0.50 per kwh respectively for industrial use. Other services are also charged in a lower rate.

Jiujiang Export Processing Zone(EPZ) was set up on June 3rd,2005 under approval of the State Council. It is the only one state level EPZ in Jiangxi Province.

The programming area of the zone is 2.81 square kilometers,0.987 square kilometers of which is the first phase developing area. The EPZ is attached with an administration commitee and a customs superintendent organization. In strict accordance with the related customs supervision requirements, the EPZ is equipped with separation facilities and a monitoring system. It applies management with outside of the customs although it is in Chinese territory”.

The EPZ lies in the northeast of Jiujiang Economic & Technological Development Zone Comprehensive Industrial Park. It is 9 kilometers away from downtown,15 kilometers away from Jiujiang Foreign Trade Port,100 kilometers away from ChangbeiInternational Airport and 14 kilometers away from Jiujiang Airport. Beijing-Kowloon Railway and Wuhan-Jiujiang Railway meet here; Nanchang-Jiujiang Highway and State Road 105 pass by here. The geographical position is superior, and the transportation is convenient. The infrastructure in the processing zone is going to be perfect gradually and services for living outside the processing zone are available nearby.

There are some fine efficient administrative set-up which include Customs, inspection & guarantine bureau, bank, storage, transportation, etc. The enterprises completely handle all the important export formalities within the zone. The Customs offers round-the-clock service with a new mode of “single declaration, single document examination and single cargo inspection”.
