The Restoration of Emperor Guangwu
2 min readOnce the country was at peace, Liu Xiu made proper arrangements for the placement of senior generals who had distinguished themselves in action. In the 13th year of Jianwu(AD 37), he granted titles and fiefs to a total of 365 generals, whilst relieving them of their control over the armed forces. Politically, he reduced the privileges and rights of the members of the imperial family especially his in-laws. He also cut down or merged more than 400 counties nationwide, and weeded out superfluous personnel in an attempt to straighten up local administration. Economically, he issued the imperial edict nine times to set free slaves; it was an important policy to strengthen the productive forces. Whilst suppressing local despots and bullies, he showed concern for the sufferings of the people, lessened their burden of taxes and corvee, and encouraged them to build water conservancy works. All these measures had played a positive role for economic recovery and development during the early years of the Eastern Han Dynasty.
In AD 57 Liu xiu died at the age of 63.He was given the temple title of Emperor Shizu and the posthumous title of Emperor Guangwu.
